SEMINAR-MEETING OF THE FEDERATION COUNCIL COMMITTEE

On 11/12/2024 Leonid Karpov took part in a seminar-meeting of the Federation Council Committee on Constitutional Legislation and State Construction “Improving the organizational and legal foundations of judicial expert activity”, organized by the Federation Council Committee on Constitutional Legislation and State Construction, held in the Federation Council.

 

The meeting was attended by senators, representatives of the legal, scientific and expert communities.

 

In the course of the work, various problems related to the activities of expert organizations were considered. In particular, the participants of the event were invited to strengthen the independence of experts and provide additional security guarantees. All participants of the meeting, without exception, were concerned about the quality of examinations conducted in civil and arbitration cases, as well as the education and qualifications of experts.

 

Following the results of the round table, the participants noted the relevance and importance of the issues raised, and legislative initiatives were announced.

 

“L&P’s civil procedure and arbitration practice has extensive experience representing clients’ interests in various judicial instances. It is often the expert’s opinion that determines which decision the court will make. The impartiality and independence of the expert are the best guarantees of the validity of the conclusions of the examination and the legality of the court order. Excessive supervision of expert activities can also have negative consequences. The best option for the functioning of the expert community may be self—government, which has proven itself by the example of the work of the bar,” Leonid Karpov said.
